# Veria

> Veria is the trust spine of Wildvine. A sideways wrapper on the institutional layer of Proactiva OS — proof of benefit, verified outcomes, across every Wildvine claim. The proof comes before the money moves, not after.

Veria instruments every workflow with before-and-after measurement, attests outcome deltas cryptographically with dual signatures, versions measurement methodology, aggregates outcomes across four consumer levels (engagement / organization / community / decade-moonshot), and feeds signals back into the engine's Sense and Learn layers.

## What Veria does

- Baselines the state of an institution, a learner, or a region before an intervention — measured, not estimated
- Verifies the new state after the intervention with the same instruments and standards
- Attests the delta cryptographically and independently of either party making the claim
- Releases capital, contractual milestones, or civic dividend against verified outcomes
- Aggregates verified outcomes for funders, civic partners, and moonshot trackers
